In India, FSSAI or Food Safety and Standards Authority is an autonomous body. It works under the Ministry of Family Welfare, Government of India. The government body was established in 2006 with the aim of licensing food business operators across the country; and regulating food safety and hygiene standards. If you are in the food business, it is mandatory for you to get FSSAI registration and FSSAI license. Importance of FSSAI

The first and foremost thing is that having an FSSAI license is mandatory. Other than that, there are some other reasons why it is important to have an FSSAI license. See below for depth.

Food can directly affect the health of consumers, so it is always a very delicate subject for business. This is the clear reason why the Food Safety and Standards Authority of India maintains strict food safety policies. Therefore, whenever food business operator operators (FBOs) are licensed, they are required to adhere to regulatory policies.

At the time of registration of the FSSAI license, government officials proceed by food inspection; so when someone gets a license for food products, the product becomes very reliable for its customer base.

The purpose of a food license is to have food produced by a specific organization chemically tested. As we all know, the food business is susceptible to many allegations of adulteration. Therefore, when you have an FSSAI license, you will be free from such charges.

Having a permit can also help you in marketing your food product. You can use the FSSAI logo and license number directly in food packages, so your brand becomes more confident about standards and quality.

Highlights of the Food Safety and Standards Act, 2006

Various Central Acts such as Prevention Food for Food Advertising Act, 1954, Fruit Products Order, 1955, Meat Food Products Order, 1973, Vegetable Oil Products (Control) Order, 1947, Edible Oil Packaging (Regulation) Order, Order 1988 D-Oily Meals and Food Flour (Control) Order, 1967, Milk and Milk Products Order, 1992 etc. are repealed from 5 August 2011 after commencement of FSSAI Act, 2006. The purpose of this law is to establish a single point of reference for all matters relating to food safety and standards, moving from multi-level, multi-departmental control to a single line of command. To this effect, the Act establishes an independent statutory authority with Food Safety and Standards Authority India head office at Delhi. The Food Safety and Standards Authority of India will implement various provisions of the Authority of India (FSSAI) and the State Food Safety Authorities Act.

An FSSAI license or FSSAI registration is mandatory before starting any food business. FSSAI registration required for all food related businesses involved in food business such as manufacturers, traders, restaurants, small food and beverage, grocery store, importers, exporters, home based food businesses, dairy farms, processors, retailers, e-retailers. Get a 14-digit registration number or food license number that must be printed on food packages.

Procedure

 3: Sign up for the Food Licensing and Registration System and apply online for license / registration.

4: Fill out the FSSAI Food License Registration Form on the FSSAI website

5: Upload supporting documents.

6: Pay a fee. (In case of Central License for State License / Registration Payment Mode payment can be by online, currency etc. or online or offline)

7: You need to file Form B with the government. Print Form B and sign the same. After scanning this form upload it and acceptance will be generated.

8: The government may return your application for edits – if you fail to respond within 15 days of application, your application will be denied.

9: The government department will take 30-50 working days to fully review and approve your application.

FOSCOS

FSSAI registration is done through the Food Licensing and Registration System (“FLRS”) on the FSSAI website. FSSAI launched the Food Safety Compliance System (“FOSCOS”) on June 1, 2020, replacing the FLRS ‘existing registration online registration system.

The FSSAI currently operates in Tamil Nadu, Puducherry, Gujarat, Goa, Odisha, Manipur, Delhi, Chandigarh. And FOSCOS for the States / UTs of Ladakh. Users from these states or UTs will now have to visit the FOSCOS FSSAI website and log in with the same user ID and password as the old FSSAI website.

FoSCoS is an enhanced version of FLRS. Regulatory requirements have changed. Registration on an old FSSAI website by an FLRS was outdated without technical support. Users complained about the slow speed of FLRS. Thus for the improvement, expansion and innovation in the licensing system, FSSAI launched a cloud-based, new food safety compliance platform online platform, namely Foscos.

Currently, FBOs with a license registration or registration with Indian Railways and relevant authorities will continue to work on FLRS, i.e. until further notice by the old FSSAI website FSSAI. Food Business Operators (Pan-India) will also continue to receive customer complaints, and will only respond to these complaints on FLRS within the time limit until an upgraded version of the Consumer Complaints Module in FOSCoS is developed.

Objectives of FoSCoS

Transforming from the existing FLRS, which is the only licensing platform in the Central Food Safety Compliance Regulatory Platform.

To create a technically advanced integrated application to achieve interoperability with other applications, capable of high user traffic and potential for future improvements and functions.

To make the application process efficient and easy to increase the user performance of the application. And also to promote ease of doing business between FBOs.

Achieve minimal physical documentation and streamline the business process flow for FBOs for application online application.

To enable the application for seed business-specific details like CBN number, page number and GST number, 360 degree profiling and validation of FBO ensured. For this purpose, FOSCoS will also be integrated with Government of India platforms, GST, PAN, MCA etc.
